Cell Phone/Electronics Policy

The State of Hawaii Board of Education along with the Department of Education has adopted a statewide policy on cell phone use in public schools. Castle High School will implement a new procedure to reflect this change. Cell phones and personal electronic devices (AirPods, smart/Meta glasses, headphones, gaming equipment, etc.) are considered contraband and are prohibited during the school day, excluding passing periods, recess, and lunch. Exceptions are made for students who have a disability-related need that is documented in their Individualized Education Program (IEP) or Section 504 Plan.

Procedure During the School Day:

  1. Collection and Storage

    1. At the beginning of every period, cell phones will be turned off and placed in a secured location in each classroom as students enter.  

    2. Personal electronic equipment (AirPods, smart/Meta glasses, headphones, gaming equipment, etc.) will be turned off during instructional time and stowed away. At no time should any personal electronic equipment be visible during class. 

  2. Return

    1. Devices will be returned before the end of the class period. 

Consequences:

  1. Refusal to comply is a violation of Chapter 19 and will result in the following consequences:

    1. Security will retrieve the cell phone or personal electronic equipment and take it to the main office.

    2. The student will meet with administration after school to pick up the cell phone or personal electronic equipment.

    3. The teacher will submit a referral via Infinite Campus by the end of the school day.

  2. Multiple violations will result in a meeting between administration, student, and parent/guardian.

Liability and Duty of Care

As cell phones are not required for students to access their education on campus, the Department of Education and individual schools assume no responsibility for the loss, theft, or damage of personal cell phones brought onto campus or confiscated due to policy violations. This disclaimer protects the school from liability for issues outside of its control, such as cell phones being stolen.

Guidance on Support for Transgender Students

This guidance provides assistance regarding common issues of concern that need to be addressed to provide appropriate supports for transgender students and the school community. These guidelines are designed to provide basic direction for schools. They will not cover every situation that arises. The intent is to provide immediate guidance for schools to create a safe and nurturing learning environment for all students and to provide school officials with awareness of best practices to address situations as they arise.

As schools begin to develop and employ supports for transgender students, there will be a period of adjustment for faculty, staff, students, and parents. Schools should make counselors and administrators available to discuss any concerns that a student may have and should work as a school community toward education and raising awareness of the reasons for these guidelines while protecting the privacy and confidentiality of each individual transgender student.

Student ID Card Policy

Every student must carry a Castle High School I.D. for safety and security reasons. I.D. cards are required to borrow library books and to purchase school meals and drinks. All students MUST take an identification photo when entering Castle High School. If a replacement is needed, please go to the Student Activities Office (Room 6) or schedule an appointment with the Student Activities Coordinator, Renee Omori at 305-0743. Replacement I.D.s that were lost or stolen are $5. Damaged/broken IDs are free if you turn in the pieces. Students are issued a new ID each school year.

Student Parking Policy

The student parking lot is only in the area by the Athletic Field. No student parking allowed in faculty/staff parking areas. Accessible student parking in other areas besides the student parking lot will be made available when needed/requested. There is a limited number of parking stalls at Castle High School. To alleviate the confusion and to ease the parking problem, the following procedure will be in effect. All parking areas will be clearly defined and everyone parking on the campus must park in their designated areas. Parking tags must be visible displayed on your front passenger windshield while parked in the parking lot.

WARNING: Appropriate administration action will be taken on those who double park, block other cars, or are otherwise illegally parked. Cars may be given a police citation or face both citation and tow away at owner’s expense.

A. STUDENT PARKING

  1. Parking will be on a first come, first served basis.
  2. All student parking is by parking tag permit only.
  3. Parking permit tags will be issued to students with the following: Vehicle Registration, Vehicle insurance, Student Driver’s License, Application signed by Parent and Student, and a fee of $1. Parking tag needs to be renewed yearly.

B. VIOLATIONS

  1. Speed limit to all parking areas is 05 MPH.
  2. Cars must be parked in assigned areas.
  3. Students may not sit or loiter near parked cars during the hours of 8:00am – 3:00 pm.
  4. All vehicles must be equipped with exhaust muffler in proper working conditions at all times.
  5. The traffic pattern in the parking area must be observed at all times.
  6. No parking in assigned stalls that are designated as reserved.

C. WARNINGS

  1. Do not leave car unlocked.
  2. Do not leave any valuables in your car.
  3. o on t leave your keys in your car.

The school will NOT be responsible for any claim by reason of loss, theft, damage, or injury to vehicles or their passengers and contents while parked or proceeding into the parking lot of Castle High School. Gate opens at 7:10am and closes at 8:00am.

$5 will be collected for lost parking tags
